REQUIREMENTS:
- Certification as an Accredited Parliamentarian (AP) by the Society for Agricultural Education Parliamentarians (SAEP). Click on "Accredited Parliamentarian Credential" on the menu above for the requirements.
- Payment of $75 for each participant (non-refundable) to the Society for Agricultural Education Parliamentarians (SAEP).

- Twenty clock hours of teaching parliamentary procedure OR train two Parliamentary Procedure Teams for competition at the District, State, or National level (if the same team competes at two levels, this will meet the requirement).
- Submission of an Application Form for completing the Professional Accredited Parliamentarian Program (click here for a copy or contact Shane Dunbar, the Accreditation Committee Chairman dunbar@northwest.net).
- Completion of a three-hour Professional Qualifying Seminar (PQS).
▪ To schedule a seminar in your locality, contact Shane Dunbar. There may be travel and instructor expenses in addition to the $75 individual fee.
▪ Seminars are also held on even-numbered years at the National FFA Convention. The 2010 seminar will be held from 7 p.m. to about 10 p.m. on Wednesday, October 20, 2010 at the Hyatt Regency Hotel. The application form must postmarked on or before September 1, 2010.There will not be instructor travel and teaching expenses assessed. The total individual cost is $75.
▪ A minimum of three applicants must enroll in order for the seminar to be offered.
▪ A maximum of 12 applicants will be accepted for the seminar.
- Completion of Pre-Seminar and Post-Seminar assignments (see below).
- SPECIAL NOTE: Members of SAEP who are currently designated as Professional Registered Parliamentarians (PRP) from the National Association of parliamentarians (NAP), or Certified Professional Parliamentarian-Teachers (CPP-T) from the American Institute of Parliamentarians (AIP), will be awarded the PAP credential without completing the Pre-Seminar and Post-Seminar Assignments and the Professional Qualifying Seminar, but must complete (2), (3), and (4) above.
PRE-SEMINAR ASSIGNMENTS:
- All assignments must be completed independently using the current edition of Robert’s Rules of Order Newly Revised as the parliamentary authority.
- Applicants will research up to fifteen parliamentary procedure questions and be prepared to discuss them at the seminar.
- Applicants will write one formal parliamentary procedure opinion from a scenario provided.
- The parliamentary procedure questions and opinion scenario will be sent to applicants after the Application Form (see #4 above) and non-refundable $75 payment are received.
POST-SEMINAR ASSIGNMENT:
- Applicants will independently complete a seminar evaluation and a "take-home" test and e-mail them to Shane Dunbar (dunbar@northwest.net).
SEMINAR TOPICS:
- Review of pre-seminar assignments (questions and opinion).
- Writing parliamentary opinions.
- Judging parliamentary procedure competitive events for all Career and Technical Student Organizations.
- Serving as a bylaw consultant.
- Serving as a parliamentarian for meetings and conventions.
- Serving as a presiding officer.
- Training a parliamentary procedure team.
- Other appropriate topics.
- Seminar summary
- Explanation of "take home" test.
CERTIFICATION:
Applicants will be awarded a Certificate of Professional Accreditation and will be designated as Professional Accredited Parliamentarians (PAP) upon completing the requirements.
