THE ACCREDITED PARLIAMENTARIAN
(AP) CREDENTIAL



The purpose of the Accredited Parliamentarian Credential is to recognize SAEP members
who reside in the United States for their knowledge of parliamentary law.

Accredited Parliamentarians are eligible to apply for the highest credential level, the
PROFESSIONAL ACCREDITED PARLIAMENTARIAN CREDENTIAL.

The Accredited Parliamentarian test is normally taken at a local school and administered
by a school Counselor, Principal, or Assistant Principal. However, the test will also be administered at the 2010 National FFA Convention for FFA members, their advisors,
FFA alumni, ATA members, and others engaged in agriculture in the United States.

The AP test will be administered on Wednesday, October 20th from 6 p.m. to 7:00 p.m. in the
Hyatt Regency Ballroom, Hyatt Regency Hotel in Indianapolis.

  1. The first step to become certified as an Accredited Parliamentarian (AP) is to complete and submit the Application For Completing The Accreditation Examination. Click here or contact Shane Dunbar, the Accreditation Committee Chairman (dunbar@northwest.net). Applications must be postmarked at least 14 days prior to the date of the examination. If the test is taken at the National FFA Convention, Applications are completed at the convention.

  2. Members who have a current designation as a Registered Parliamentarian(RP ) or Professional Registered Parliamentarian(PRP) by the National Association of Parliamentarians or a Certified Parliamentarian(CP) or Certified Professional Parliamentarian(CPP) by the American Institute of Parliamentarians do not need to complete the accreditation examination to become designated as an Accredited Parliamentarian (AP). However, the Application For Completing The Accreditation Examination must be submitted (do not complete the “Monitor Information” section).

  3. There is not a fee to take the examination to become certified as an Accredited Parliamentarian (AP).

  4. The examination shall be monitored by a school administrator; a school counselor; an Accredited Parliamentarian (AP); a Professional Accredited Parliamentarian (PAP); a Registered Parliamentarian (RP); a Professional Registered Parliamentarian (PRP); a Certified Parliamentarian (CP); or a Certified Professional Parliamentarian (CPP). Teachers may not serve as the Accredited Parliamentarian test monitor for their own students.

  5. The references for the examination are the 10th edition of Robert’s Rules of Order Newly Revised and the 2001 edition of Dunbar’s Manual of Parliamentary Procedure Test Questions.

  6. The examination will be composed of two parts:

    Part I (10 points): Five (5) open book parliamentary procedure research questions using the current edition (10th) of Robert’s Rules of Order Newly Revised, which must be provided by each applicant.

    EXAMPLE:

    List the page and line numbers for the following statement. Start by locating the underlined words in the index.

    “The term rules of order refers to written rules of parliamentary procedure formally adopted by an assembly or an organization.”

    Part II (90 points): Forty-five (45) multiple-choice questions taken from the current edition (2001) of Dunbar’s Manual of Parliamentary Procedure Test Questions on the topics and pages listed below. References are not to be used while taking this part.

  7. The passing grade for the examination is eighty percent (80%). Members who do not pass may take a different examination after thirty days.

  8. The Chairman of the Accreditation Committee will notify applicants of their examination results. Persons passing will receive a certificate of accreditation signed by the president and executive secretary and will be certified as an Accredited Parliamentarian (AP) by The Society for Agricultural Education Parliamentarians.
